Quebec Selected Workers (QSW) Program
Although not technically a pilot program, the QSW program is unique to the province of Quebec. It provides an alternative pathway for skilled workers to obtain permanent residency in Quebec, with specific selection criteria and processing procedures.
To qualify for permanent residency under the QSW program, applicants must meet specific eligibility criteria, which may include:
- Education: Applicants must have completed a recognized diploma or degree that is equivalent to Quebec’s educational standards. The area of study should be relevant to the current job market needs in Quebec.
- Work Experience: Applicants must have acquired work experience in a skilled occupation that aligns with Quebec’s labor market requirements. The work experience should be within the last five years and meet the minimum requirements specified by Quebec.
- Language Proficiency: Applicants must demonstrate language proficiency in French, as it is the primary language used in Quebec. Language tests such as the Test d’évaluation de français (TEF) are typically required to assess proficiency.
The application process for permanent residency under the QSW program generally involves the following steps:
- Obtain Quebec Selection Certificate (CSQ): Applicants must submit their application to Quebec’s immigration authorities (Ministère de l’Immigration, de la Francisation et de l’Intégration – MIFI) and receive a Quebec Selection Certificate (CSQ) if approved. The CSQ confirms that the applicant meets the eligibility criteria and is selected by Quebec for immigration.
- Submit Application to Immigration, Refugees and Citizenship Canada (IRCC): After obtaining the CSQ, applicants must submit their application for permanent residency to IRCC along with supporting documents, medical examinations, and security checks.
- Processing and Decision: IRCC reviews the application, conducts the necessary checks, and makes a decision on the permanent residency application.
